Born in Waterloo, NY, he was the son of the late Leo and Mary (Butler) Loughney.
He was a US Navy Veteran.
David worked as a Body Shop Technician in Syracuse for many years. He enjoyed fishing and hunting.
Surviving is his longtime companion Sandra Dweney, two sons, Keith and David Loughney, brothers, Tommy and Vince Loughney and a sister Susan, several nieces and nephews.
There will be a visitation on Thursday, October 31st from 2-4PM at the Nelson Funeral Home, 11 West Albany Street, Oswego.
