Oswego Rotary recently hosted former City of Oswego Mayor John Sullivan who is currently the Upstate Director of EffectiveNY, a group comprised of reformers, leaders, activists and organizers to drive solutions that repair our government and make New York work for all of us. Sullivan spoke about property taxes and the local Medicaid burden on upstate counties. Mr. Sullivan stated Medicaid is funded jointly by the Federal government contributing 50%, with the states also contributing 50% but in New York State that isn't the case. According to Sullivan New York State contributes only 35% funding with the remaining 15% being picked up by counties. EffectiveNY is focused on New York State policy and reform advocacy.
