Dr. Raymond Kilmer, Superintendent of Schools, and Peter Colucci, Interim Executive Director of Business and Finance spoke about the district budget proposal at a recent meeting of the Oswego Rotary Club at the Oswego Country Club.
Dr. Kilmer, responding to a question, reviewed the milestones of his career and spoke of the experiences and interests that drew him to Oswego. He is especially fond of the students, families, and professional staff that receive his attention daily.
Development of the proposed budget was especially challenging because federal funds received to assist with the expenses of Covid 19 will come to an end this summer. Staff positions covered by those funds will continue to be needed and will be funded by the budget proposal to maintain current levels of programming. The need for enhanced school safety and security will be met by the addition of two Oswego city police department school resource officers. Necessary social and emotional support services will be addressed by the addition of a district psychologist and a social worker to supplement existing professional staff in the schools.
The proposed budget for 2024-25 stands at $112,153,995 and would result in a 3.17% increase in the tax levy which is within the tax cap. The revenue for the budget would be made up of 51% from state aid, 25% from PILOT agreements, and 24% from property taxes.
Dr. Kilmer cited two areas of the school system that will need substantial upgrades in future years. One is the non-instructional infrastructure features of all of the buildings. He did not think Oswego’s needs were significantly different from most other school districts. State oversight seeks to ensure that buildings do not deteriorate to the point of having to be closed. The second area destined to receive high priority is the upgrading of science and technology laboratories with modern computers and computer-controlled equipment. These are needed to prepare students to become job applicants at Micron Technology and related companies that will be opening soon.
