Recipient of Impact and Excellence Award –
The Oswego County Mobility Management Department is the recipient of the 2026 Impact and Excellence Award from the Greater Oswego-Fulton Chamber of Commerce (GOFCC). The award was presented during GOFCC’s annual meeting on March 4 to recognize a non-profit that demonstrates excellence and has a significant impact on the county.
“Mobility Management programs are essential for our residents,” said Oswego County Legislator Mary Ellen Chesbro, District 10, chairwoman of the Legislature’s Economic Development and Planning Committee. “In addition to getting people to work, classes and medical appointments, these services also connect them to events, fresh food at farmers’ markets and much more. Heather Snow and her team do fantastic work to ensure that people have access to reliable transportation, and we’re happy to see them recognized for their efforts.”
Heather Snow, director of Oswego County Mobility Management, said, “We’re honored to receive the Impact and Excellence Award and thank the GOFCC for this incredible recognition. Our department has grown significantly since its creation in 2023, and we’re proud of how our services continue to expand. We believe in thinking ‘outside of the bus’ to help remove transportation barriers for our residents, and I’m very thankful to my staff for their hard work and dedication to our mission.
“I would also like to thank the Oswego County Legislature for its support of our programs,” Snow continued. “Legislator Mary Ellen Chesbro and the Legislature’s Economic Development and Planning Committee have always encouraged our initiatives, and their advocacy for our department helps us to continue to grow. Additionally, I want to give a special thank you to Legislator Roy Reehil, who serves as chairman of our Transportation Advisory Council. He has been a steadfast supporter since the start, and we would not be where we are today without him.”
The Oswego County Mobility Management Department runs Oswego County Public Transportation (OPT) which is comprised of multiple bus routes across the county. Outside of the fixed-route bus service, residents can also get a ride using the curb-to-curb ACCESS Oswego County service. Mobility Management also provides free shuttles to many community events, including area seasonal farmers’ markets, the New York State Fair, Balloons Under the Moon, the Oswego County Fair, Wegman’s “Lights on the Lake,” Harborfest, and many others. The department also provides transportation to polling sites during elections and the Oswego County Office for the Aging’s (OFA) congregate meal sites.

Oswego County Mobility Management helps residents with transportation needs in other ways as well. The Employment and Education Transportation Assistance Program is a partnership between the Department and Oswego County Workforce New York (OCWNY) that temporarily assists eligible residents who need to get to work or classes with gas cards, bus passes, auto repairs, registration fees and more. The Department also recently partnered with CiTi BOCES to provide students in internships with gas cards and plans to expand the program to other educational institutions.
Its staff also work to ensure that residents understand the transportation system. “Ride the Route” classes are offered to residents to teach them how to use the transit system. The Department launched its “Ride Oswego County” mobile app to help riders find routes, schedule rides with ACCESS Oswego County, track their bus in real time and more.
