He was born in Syracuse and was the son of Warren and Frances (Stone) Melvin. His younger years were spent on the Melvin Farm on Cold Springs Road in Baldwinsville.

Bob was an active member of Future Farmers of America and a graduate of the Baldwinsville Academy in 1952. He obtained a certification in animal science and architecture. After farming, Bob was employed by the Plainville Turkey Farm, Hollywood Estates in Florida, and retired from Port Byron CSD.
He was a true local history buff, focusing on the Civil War, Erie Canal, and Native American Culture. His admiration for folklore, horses and wolves was reflected in his skillful craftmaking. Many have remarked, "He was a good man and a great friend to his community". As a member of the Montezuma Historical Society, he aided in the restoration of the Mentz Church and created a stained-glass window for the entryway. Bob also constructed a scale model of a barge for the Erie Canal Museum.
He operated the "Hitching Post" at his home, displaying crafts that he made with his hands. He generously shared many creations with family and acquaintances.
