Born in Oswego, he was the son of the late Alice Constanza.
He worked as a pipe fitter for the Local 73 for 35 years retiring in 2007.
He was a former Chief of the Hannibal Fire Department and a member of the Hibernians.
Bill loved spending time with his family and dogs. He enjoyed fishing, boating, camping and was known for cooking spaghetti and meatballs.
Surviving are his wife, Paula (Woods) Constanza; three daughters, April (Rob Rosenbarker) Welling, of Oswego; Kathleen Dempsey, of Fulton; Melissa (Wanda Rivera) Constanza, of Oswego; three sons, Matthew (Shannon Gonyea) Welling, of Camillus; Christopher (Sarah) Welling of Syracuse; Corey Welling, of Camillus; his beloved grandchildren, Alysa Rosenbarker, Kelsey Rosenbarker, Bailey Welling, Braeden Dempsey, Aidehn Welling, Gracie Dempsey, Kaminari Welling, Sia Welling, Claire Dempsey, Brooke Lee, Olive Welling and Greysen Lee; numerous nieces, nephews, aunts, cousins and friends.
A Catholic Funeral Mass will be held 10 AM Friday, December 21st at Christ the Good Shepard at St. Mary’s Church, 103 West Seventh St. Oswego.
Calling hours will be held 3-7PM Thursday, December 20th at the Nelson Funeral Home, 11 West Albany St. Oswego.
